Dear Brooklyn, my dad lives in Greenpoint, still has no power, heat, etc.  He
won't leave his home.  I live in Texas and have been trying remotely to help
him. Con Ed claims that the power has been restored to his home, but his
basement flooded, so he may have sustained damage to his utilities.  

My question is 1) does anyone know if there's any truth to the Sewage treatment
plant releasing waters to the neighborhoods so that they would not flood? 
That's what he is claiming.  2) Are there any programs there locally that can
help him with repairs? 

He essentially has no money, just the roof over his head.
